‘Councils must stop hoping for a pot of gold’

There's no pot of gold for councils in the Beehive. Most should use their existing rating tools better to deal with infrastructure deficits and climate change, writes Productivity Commission chair Murray Sherwin. Other high growth councils can use a new 'value capture' tool to pay for growth, he says.
